To remove the door panel on a 2003 Toyota 4 Runner, locate the screws holding the panel to the door. Unscrew these and lift the panel up and away from the door.
Check the door panel name plate. Gross weight should be listed on it.
Drivers side foot panel. Just above the panel. Shouldnt need to remove the panel to get to the fuses.

if you disconnect the o2 sensor cable in the air intake then start the engine you would see the check engine sign turned on in the gauge panel. It is on then the sensor is working if off the the sensor may have problems
There is a fuse panel on the left lower dash board behind a door pull the door open then remove the door you will see the panel there. There are some extra fuses there also.
