As with any other business, a home inspector works for the person who hired him/her. In the case of a home inspector where a home is being purchased or sold, he/she may be obliged by law to report his/her findings to the lending bank and/or to the local government (i.e., town hall, clerk's office, etc) and/or to the insurance company, but, usually, such instititutions only require that the consumer give them a copy of the home inspector's report.

Usually, no. On occasion you will find an inspector who is willing to be paid at closing, but it's very risky. A lot of times deals will not close and that is bad news for the inspector. Would you work for free?
