Fossils are arragned in sequential order because of the buildup of material over the top of them for millions of years. Hence, the oldest will be on the bottom. This can be altered by certain geoligical processes and will depend on the rockbed and formation present in the area.
The law of superposition states that the lower down the layer of rock (also called strata) in the ground, the older it is. Therefore, if the fossil is located in a specific strata that is a certain depth beneath the ground it is conclusive as to about how old the fossil is.

Relative dating is the science determining the relative order of past events, without necessarily determining their absolute age Absolute dating is the process of determining an approximate computed age in archaeology and geology.
If we know the age the respective organism is known to have occupied a certain region in the geologic past we can then correlate that to the rock its fossil was found in and consequently deduce the rock's relative age.
It is determined because in layers of rocks the fossils are found so the layers of rocks give information to the scientist about the age of a fossil so like that the relative age of a fossil is determined.
