Here's how I finally fixed the problem…
Go to control panel and click on Performance and Maintenance.
Click on System.
Click on Hardware.
Click on Device Manager.
At the top, Click on view. . .
. . .then click on Show hidden devices.
I found the phantom device listed here (Usually a printer) , I right-clicked on it
And deleted.
Add/Remove Hardware or Install New Hardware Device.
Under normal circumstances, this should appear only when you are installing a new piece of hardware. The wizard itself explains how it will help you. You should have available the driver software for the hardware you are trying to install.

If the device is found highlight it and remove it from Device Manager to prevent any conflicts during the install.Once Device Manager looks ok reboot the computer.As the computer is rebooting an install new hardware wizard should appear if Windows detects the new hardware using this wizard you should be able to point Windows to the folder containing your drivers either on the CD, diskette, or the folder containing the files you downloaded.If Windows does not detect any new hardware open Control Panel and double-click the Add hardware icon to run the hardware detection wizard. During the steps you will have an option to tell Windows you have a disk containing the drivers for your new hardware device, at this point Windows to the directory containing the drivers for your device.Once drivers have been installed reboot.
This happened to me in Windows XP. Hardware won't be recognized if no drivers / software have been installed for that piece of hardware.
In Windows 7 - it is in Control Panel > Devices & Printers. Once there you choose either add new device or add new printer In Windows XP - it is in Control Panel> Add Hardware.
pstn, isdn, cable modem, hub, direct cable connection
In the control panel, select add new hardware wizard. Select Next. Select install the hardware that I manually select from a list. Select the hardware from the list. Then select the manufacturer and model. Then follow the Prompts to finish.
A new window will open and windows will search its database for a driver. If windows happens not to have the driver, then you must manually install the driver by inserting the installation CD that came with the scanner.
windows is a plug & play OS so every time you add a new device it will give you a new hardware found prompt.to prevent this you must remove the hardware or let windows try to find the driver if you try to cancel it it will just show up on the next boot so try to install it even if you don't have the drivers windows will just put it on your system without a driver.it won't hurt your system and you won't get the NEW HARDWARE FOUND PROMPT AGAIN.
Insert the disk provided with hardware then follow the prompt or, In the control panel, select add new hardware wizard. Select Next. Select search for and install the hardware automatically . If the hardware is not automatically detected. Select the hardware from the list. Then brows for the downloaded driver. Then follow the Prompts to finish.
