The first part is a selfish version of freedom - I'm free so I can do whatever I want for me - that's a misuse and abuse of freedom. True freedom exists when people have the ability to do what they SHOULD do. God grants us freedom (the ability) to do the right thing, to make good decisions, to put others before ourselves.
