Hey!
I don't doubt he does, it's called pubic hair (hair around the penis), which you start getting as you get older and start going through puberty. You also get it on your chest, arms, legs, butt (worst part :D) and on your face, obviously).
Most people start going through puberty at around 12-14, some younger, and some occasionally older.
