IT depends, if a planet is closer to the sun the temperature is high. Take Mercury for example it is very hot due to its location near the sun. However planets farther away are much cooler.

Higher temperature is higher energy to fight with intermolecular force so it move apart. Without the kinetic energy, atom had no power to fight against these force and it come very near to each other.
