Any moons that formed around Venus or Mercury could have been swept away by the stronger gravity of the Sun, as might smaller moons around Earth. If Mercury or Venus ever had satellites, they were lost long ago.

It's possible (if unlikely) that another planet could exist out beyond Neptune, but if so, it would almost have to be larger than Mercury to meet the 'clearing its orbit" requirement (failing this test is why Pluto is no longer considered a planet).
