In 1803 France offered to sell the Louisiana Territory to the United States for $15 million (which is about $250million today.) Jefferson was a constructionist and wasn't sure if it was in the constitution for him to buy land as a president.

He also felt that this would better America and help it stay a farming based nation. After senate also agreed, the plan was finalized.
