Mine is a 2004 XL1200c, same filter. It sets on top of the petcock in the gas tank. It is a super fine filter and does get clogged with normal use. You do not need to remove the tank, carefull syphen all the gas from the tank. The chrome nut is double threaded, it has resevse threads on each end to mount and dismount the petcock to the tank. Pull the vacume tube from the back of the petcock, pull the gas line from the bottom of the petcock. The Filter is pressed onto the petcock, so after you lower the petcock the first inch, take a fine screwdriver and gently pry the filter from the petcock. Remove the percock, then carefully pull the fuel filter down. It is about 3.5 inches long. I suggest you replace it, not just clean it, Once it's clogged, it will clog again in short duration.
