sounds like the fuel pressure regulator, the one on my Buick was bad & the gas was leaking from it
could be an injector o-ring on the fuel rail, just had this problem with 2 injectors on my 90 3.3L Dynasty LE simple fix actually if your even a little mechanically inclined, its 2, 13mm bolts to lift up the fuel rail and a 3dollar o-ring kit to replace them
Could also be that the rail will need replaced.
You will known when the fuel pump is working on the 1989 Dodge Dynasty because the engine will get fuel from the fuel tank. If the fuel pump is not working, the motor will be unable to idle or run.
A leaking fuel rail is the normal cause.
Replace the part that is leaking
you should be getting at least 48 pnds of pressure that's what the specs are for that engine
Dodge doesn't use fuel switches. The fuel system is computer controlled with relays.
The Dodge Dynasty was produced from the years 1988 to 1993. The wiring harness from the fuel pump to the battery in a 1989 Dodge Dynasty is located very close to the battery terminals.

I believe that the carburetor type fuel/ air ratio delivery system was replaced by Fuel Injection, no carburetor to the best of my knowledge.
Replace the part it is leaking from.
Your fuel pump will be inside the gas tank.

Yes it can if the fuel gets hot enough to ignite as in leaking on a header.
