Fuel pump on a 1996plymouth voyager. how can you tell if it is the fuel pump or fuel filter?

Simple, replace the fuel filter and if it still will not start more than likely the fuel pump is defective. But it can also be nothing more than a blown fuse or defective fuel pump relay. Check them both before moving to replacing the fuel pump.
