HOWARD ARMS CO. was a tradename on shotguns used by the hardware store Fred Bifflar & Company of Chicago, Illinois. They were made by Crescent Fire Arms Company which was purchased by Stevens which was purchased by Savage Arms.
Guns with the name New White Powder Wonder were made by the Crescent Fire Arms Company, W.H. Davenport Arms, Meridian Fire Arms Company or Stevens Arms & Tool Company. They were made for and sold by Sears Roebuck & Company.
They didn't. Empire Arms Company was a trade name used on revolvers sold by Sears Roebuck. They were manufactured by Fyrberg Arms, Meriden Arms, and Crescent Fire Arms, and possibly other companies, perhaps including Iver Johnson.
This was a trade name distributed by Shapleigh Hardware of St Louis on shotguns made by Crescent Fire Arms (1892-1931) and J. Stevens Arms and Tool Company (1886-1916).

Here's what little I can find in the Standard Catalog. Incorporated in 1902. Used the names Union Fire Arms, Union Arms Company, Illinois Arms Company and Bee Be Arms Company. In 1917 the company was either bought up or absorbed by Ithaca Gun Company. They manufactured slide action shotguns, hammerless doubles, a few single shot shotguns, and a couple semi-automatic pistols.

No one, since the company only existed as a Sears Roebuck tradename. These guns were made by Meriden Fire Arms Co, J. Stevens Arms Co, Andrew Fyrberg & Co, Iver Johnson Arms & Cycle Works, and probably other manufacturers.
This was a trade name sold by Belknap Hardware. Manufacturers included Crescent Fire Arms, Crescent-Davis Arms, Davis-Warner Arms, Iver Johnson, and J. Stevens A&T Co.
