faulty brake light switch (on pedal)
The cruise system shares fuses with the engine and brake lights. If the car runs and the brake lights work, it is not a fuse.
I tried all the fuses, the parts that under the brakes I checked that. All lights come on and working except the brake lights no break lights.
Possibly bad brake light switch, or broken/disconnected wiring.
Defective or misaligned stop light switch check the bulb, brake filament might be burnt out
Brake lights could stay on in a 1999 Dodge Stratus because of a short in the wiring. If the headlamps are off and the brake lights are still on, check the wiring for the brake lights that is inside the trunk. Sometimes cargo in the trunk can interfere with the lights.
Check your fuses.

try the multifunction switch located on the steering column .
check the bulb again, are BOTH filaments good
Check the stop light switch - usually located at the upper end of the brake pedal under dash area
Often these are accessed thru the trunk; have you tried that?
Check bulbs, fuses and brake switch in that order.
