you cant get a hummer in GTA san andreas, you have to mod your game

- I'm pretty sure he means the "Patriot" which If I remember correctly spawns in the secret army base "Area 52" where you steal the jetpack. I could however be wrong, you will have to check it for you're self. The Area 51/52/69 what ever you want to call it is located to the West of Las Venturas and South East of the abandoned air field where you do the pilot school.

Or, get 6 wanted stars and let the army come to you and steal one is another option. (keep in mind you must have unlocked Las Venturas in order to get a 6 star wanted level)
