Because, there are many different drug gangs in Mexico and its hard to get them all! if they were all imprisoned the main leaders of the gangs will still make other gangs to take their places... also police are corrupt here :O
Not all street gangs use stacking, the Bloods & Crips don't use stacking to represent their gang or their set, they toss their set up, but DON'T stack. Gangs that use stacking are Folk & People Nation gangs. Stacking to gangs just means stacking up hand signs to let another gang member know what gang & what set within the gang u claim.
