General Robert E. Lee planned and led the Army of Northern Virginia across the Potomac River and into Maryland. On September 17, 1862, his army the Union's Army of the Potomac would engage each other in the Battle of Antietam.
Robert E. Lee's intentions after he crossed the Potomac River and into Maryland were to engage General McClellan's Army of the Potomac as far away as possible from its base in Washington DC. Lee's idea was to engage in a battle at a time and place of his choosing. If McClellan was slow in his pursuit, Lee was prepared if necessary, to march into Pennsylvania.

Confederate General Robert E. Lee sought various ways to stop the Union's offensive in Virginia. In late July of 1864, he sent troops under the command of General George Hunt Morgan to raid the Baltimore and Ohio Railroad and into Pennsylvania. Morgan was ill so Lee did launch cavalry raids into Maryland and Pennsylvania. He also conferred with General Ewell concerning ways to interfere with the Union's navigation of the James River. Also, Lee considered sending troops with long range cannon across the lines south of the Potomac River with the idea of causing panic in Washington DC.
