Answer Getting even with an ex is bad medicine. You could end up doing something really stupid that could end you up in a court of law. Be wise, forget it and move on as the end cost to you could be greater than the hurt he caused you.
If he's your ex-boyfriend, it shouldn't matter whether he's seeing someone else and you probably shouldn't investigate the matter. That what the 'ex' means. Clearly, there's a trust issue here, and if you can't trust him even as an ex-boyfriend, you're likely wasting your time getting into his affairs.
It's called 'getting even.' It's because the person is hurt and humiliated and although it's a sign of immaturity to humiliate the ex some people are vindictive.
If you are indeed keen on getting your ex girlfriend back, even if her ex boyfriend want her back, what you can do to make sure that he will choose you is make her see your best foot forward. Show her how better you are over her ex, how happy you can become if she decided to come back to you and how things will be better now.
Unless you are wearing an engagement ring then the proposal means nothing. It appears this young man is having fun at not only your expense, but quite possibly that of his ex or, he may well be seeing his ex while he was seeing you.
It's not about getting even love. I'm guessing you still love this guy other wise you would of forgot all about him. Just leave it. Move on with your life. BE HAPPY :D

If your friend is a female then your ex girlfriend is trying to cause problems and covering all aspects of your girl friend not getting too romantically involved with you. You ex is putting doubt into your friends mind. Face you're ex and tell her to knock it off!
