The amount of tension to resist breaking during a earthquake is what causes buildings to collapse. Buildings need to have the amount of tension reduced by either reinforcing or having it work with the movement of the earthquake.
The building will fall depending on what it build on. For example t will fall if it is built on soil , but if it is build on rocks or something solid there's a possibility it wont collapse. There might be a possibility for a building to not fall if it requires base isolating unites.
