In order to do this, he gave us the gift of freewill so that we could choose to love him or choose not to; ie- love isn't truly love if it is not freely given. Had he not given us freewill, we would be no better than robots following a program, and therefore incapable of truly loving in return.
The other side of freewill, obviously, is that we have the ability to choose to hurt ourselves, hurt others, hurt the environment, etc. Some would ask why God couldn't have made us "with freewill but the inability to do evil", but this statement is illogical, similar to "Can God make a rock so big he can't lift it".
