If on the other hand it is due to some kind of swelling behind the eye then you have a bad water problem. That would also account for a whiteish film covering the eye(s). My advice is to do more and larger water changes and remember the basic rule of 1" of fish needs 1 gallon of water. If you are overstocked, your fish will continue to have health problems.
