This is quite normal. After the chicks leave the nest (fledge) they can't fly very well and can not yet feed themselves. While they are getting stronger they lurk in the bushes (sometimes on the ground) and the parents keep feeding them. Don't interfere or try and catch the chick. All you can do is to try and make sure the cats are kept out of your garden for a bit.
