This is the definition of a tissue.
Specialized cells are a group of cells that has a common structure and function is called a tissue. (In side your body, not something you blow your nose into)
Function describes what cells do; in a multi-cellular organism the function is why the cell exists. And the structure makes it possible for a cell to perform its function.

Tissues are integrated groups of cells that have a common function and/or structure. They are organized into specific layers or patterns to carry out specialized functions within an organism. Examples include muscle tissue for movement, nervous tissue for communication, and epithelial tissue for protection and absorption.
Cells are the basic structure of living things, im not so sure about what you mean by basic function.
