The Q100 bus stops at 28th Street and Queens Plaza South, and travels over the Rikers Island Bridge to the Rikers Island Visitors Center.Note that Queens Plaza and Queensboro Plaza are two completely separate stations. The N and Q and stop at Queensboro Plaza. Only the R stops at Queens Plaza.

If so, then, yes, you can take the R train from Atlantic Avenue-Pacific Street to Queens Plaza, except from 11 PM to 5:30 AM, when there's no service. From 11 PM to 5:30 AM, I guess you could take the N train (on the same line, the N-R-Q-W, the yellow line) from Atlantic Avenue-Pacific Street to Queensboro Plaza (which is a different station a few blocks northwest of the Queens Plaza station) and walk the rest of the way.

There is no train that goes to Rikers Island. You have to take the 7, N or W train to Queensboro Plaza then go to the street for the Q100 bus. Or the E, G, V or R train to Queens Plaza, go to the street and walk over to Queensboro Plaza (about a block) for the Q100 bus
