The parachute adds a great amount of surface area without much extra mass, so the air-resistance (friction of air against it) is much greater. This causes it's "terminal velocity" (the greatest speed at which it can fall) to decrease dramatically. The end result is that because of the "difficulty" the air has getting around and past the object as it falls, the object dropps much more slowly. Take away the parachute, and it will drop much more quickly.

Evaporation is a process that takes place at the surface of a liquid, therefore the rate of evaporation is directly related to the surface area. Twice as much surface area will give you twice as much evaporation.
