It's a matter of opinion. Some believe that Saddam Hussein's removal from power and the establishment of elected government justified the invasion. Others consider the physical damage, loss of life, social disruption, unleashing of sectarian conflict, weakening of sovereignty and undermining of international legality to far outweigh any benefit.

The region that depicts American intervention in foreign affairs because of the Good Neighbor policy is Latin America. The Good Neighbor policy, implemented by President Franklin D. Roosevelt in the 1930s, aimed to improve relations with Latin American countries by promoting non-intervention and non-interference in their domestic affairs. It sought to replace the previous policy of military interventions and economic dominance with one of cooperation and mutual respect.

The current mission of US/Coalition forces in Iraq is to restore law, order and stability to Iraq. There is no ambition on the part of the United States to turn Iraq into a Sphere of Influence or annex the region to some greater American Empire. However, the United States would greatly prefer if Iraq remained on good terms with the United States and has taken action to cement a relationship.
