Actually, there is not just one "Kingdom Hearts 3", but there are three new
Kingdom Hearts games that have been announced(in Japan).
(The release dates have not been announced yet though.)
The three games are:
1. Kingdom Hearts: Coded- Cellphone
2. Kingdom Hearts: Birth by Sleep- PSP
3. Kingdom Hearts: 358/2 Days- DS
But if you mean has the third game in the Kingdom Hearts series come out,
then the answer is a "yes!".

We do not know when kingdom hearts 3 will come out. It is not currently in production due to Square Enix focusing on their Final fantasy series and the kingdom hearts games for mobile devices. We may see an announcement of its development soon, but we do not know.
