The answer is no, they didn't expand freedom, they didn't reduce freedom, and they didn't leave freedom unchanged. Freedom isn't something that one can sum like poker chips. Some of what they United States did increased somefreedoms for some people. Other things decreased somefreedoms for some people. Now, one thing to note is that, since freedom cannot be treated as an arithmetic quantity, there is no justification to be found in a claim that morefreedom was gained than was lost.
