Yes.
I have 2GB of RAM and was constantly maxed out in the beta. I don't know that it won't run, but it won't run well.

You must be either selected or volunteering for beta testing.
I have insider tips from employees at Bioware (close personal friends) that SWTOR is almost ready for BETA approximately in 3 weeks they will start the process of refining and editing the game and its features. They have also told me that if they stay on schedule the game should be ready for release on the targeted date of 5/2/10. This is obviously completely false...
Usually you resive a beta invite if you are a well known person within the game (such as wowhobbs) or if you are randomly selected due to how long (in years) you have been playing the game if you were to be invited to the beta blizzard would send and e-mail to your accounts e-mail telling you that you've been invited to join you would then make a separate account for the beta, download the client and play.
Usually you don't get to keep your beta account. Servers get wiped clean before release for various reasons. Unless the developers state otherwise, its safe to assume anything you do in a beta will not be ported over to after release.
It came out in a Beta version in December of 2013
