Subbed means subtitled. It's the English translation the words at the bottom of the screen or sometime the top.
Shippuden will be broadcasted on naruto.com in early January. They will consiste of episodes that have already been shown in Japan and on January 15 new episodes fresh from Japan will be aired. It is unknown whether or not the episodes that have already been shown in Japan will be subtitled. There is a good chance, though, that they will be in English, but they could very well be subtitled.
