Yes and no, if the hairspray has oil in it then it is a possibility :: I've gotten a pimples from hairspray before, because it basically gets on your skin and hairsprays the bacteria to your face. But ever since I've switched to the Garnier hairsprays I haven't gotten any pimples from hairspraying my hair. Maybe it's just me but other brands have broken me out.
