In 1963 the US government hired longshoreman to help in a raid of the Founding Church of Scientology in Washington DC. Agents proceeded with drawn guns, like you see on TV. Two tons of books and e-meters were confiscated and later, much later, all were returned. Thereafter meters and books must contain a special label. Such labels use legal words to say they are not to be used for medical purposes nor make medical claims. Such claims had never been made by the church. The Church teaches and Scientologists believe that only the spirit may heal the body. See the Creed of the Church from 1954. Any treatable medical conditions of the body are first treated medically, by the person's own medical people. The person may not receive spiritual counseling in Scientology until all such conditions are fully treated medically.
In 1976 I lived in Hollywood, at the Manor, when 131 federal agents coordinated raids on the Manor and three other Scientology churches across the United States starting at exactly 6:00 AM. Within 60 seconds agents had reached the sixth floor of the Manor, one level above my apartment where my wife and kids lived. The agents refused keys offered by staff and chainsawed down the doors they came to. (They inspected showers in use.) By the end of the day they had carted off hundreds of boxes of xerox paper. (That allegedly contained the evidence of hundreds of illegal IRS activities.) I believe eight people were convicted of stealing said xerox paper. My taxes were audited by the IRS and my charitable donations ($300) to the Church were not allowed. I paid the additional taxes.
Every three months I would receive a new communication from the IRS originating from a different office in the united states. Examples: my 1976 taxes had been recomputed and I received a little refund. Then three months later, they had been recomputed again, now I owed a few dollars. On and on and on till 1994. From 1976 to 1994 I had my taxes done by an attorney. Two times my bank accounts were stripped of all funds by the IRS. (The rent did not get paid.) In 1994 I received a cryptic message from a high level court in Los Angeles. It said, on behalf of the IRS, 'You owe us nothing.' I had rather mixed feelings, but it all seemed to be at an end. Then I found a few unfinished details. When I lived in another state, the IRS had created out of whole cloth liens in California. Now after 1994 when I checked my TRW I found my credit had been ruined because of the false IRS liens that had not been cleared. TRW would not clean it. So I had to write the IRS to get them to remove the false liens. Which they seemed happy enough to do. But...when the IRS letter was given to TRW they could not accept it as simply false, they had to credit it as 'IRS Lien Payed Off'. So now that false record stayed on my credit record for 7 more years.
In 1994 the IRS and Scientology made peace. After over a million pages of investigations into Scientology's Tax Exemption Status was restored. The IRS had found extensive files of false information in their own files, but their investigations had found no money had gone to private individuals. The IRS purged the false information from its files, from INTERPOL files and all the police files within its reach.
In 1994 the IRS released separately an 'IRS Enemies List'. It contained 15,000 names that had been targeting for special audits, levies of banks accounts and other harassment by the IRS.
In 1994 the government separately released the 'Nixon Enemies List'. It contained 600 names of individuals or organizations that had been targeted by the federal government for suppression by all agencies. All of the individuals were dead and all the organizations disbanded...except the Church of Scientology.
I think your question as to whether 'the US government ever went to war with Scientology?' is a bit harsh, don't you think?
