Probably, but her name has not been released yet. Hopefully she will be in the 19 years later scene as she is one of my favourite characters. But if they couldn't find a good actress she won't have been cast. There have been a few pictures of her which suggests she has been cast but we don't know just yet. If they do cast the part of Rose Weasley they will choose someone really good as Harry Potter never gets bad actresses/actors! But if you are wanting to audition I think it is too late as they have already filmed some of the scene. I hope Rose Weasley will be just like Hermione in personality and like Ron in looks.
