There are sea fossils on Mount Everest because it is thought that the summit of Mount Everest started at the bottom of the ancient Tethys Sea, the motion of the Indian subcontinental plate and the urasian continental plate colliding, about 30 - 50 million years ago, caused the mountain to rise up and become the highest mountain on the Earth.
Mount Everest was the highest mountain regardless of whether it was discovered or not. Due to tectonic movements, Mount Everest was growing since the dawn of humanity some 2-4 million years ago. Before that it is possible that Everest wasn't the highest mountain, but since there aren't any records stating height of mountains, then we could technically say that Everest has always been the highest mountain regardless of whether humans or their descendants named a higher mountain.
