Water has been found on the surface of Mars. There are traces of oxygen, which is also a component of water, in the Martian atmosphere.
Because there is no water on Mars. It is frozen solid in the form of ice, if it even is water. There are traces it has been there once on it's surface and inner layers, but we haven't found any yet
Our home planet Earth, is of course known to have water in the soil. Water ice has also been found in the soil of Mars.

We know about most of the common elements on Mars, such as iron, silicon, hydrogen and oxygen. Scientists expect to find almost every metal in the Periodic Table on Mars, but the exploring probes sent there have not been equipped to do that much analysis. The probes were intended to discover if there was any water, and if there was life. So far we know that there IS water on Mars, but no proof of life has been found yet.
