The longer answer is no. The tests are designed so that the average score is always supposed to be 100. However, people have been scoring better and better over time, so maintain the 100 average they have (basically) made it harder to score well on the tests. This keeps the average score right at 100.

This means that an IQ of 100 today means a person is more intelligent than someone who scored an IQ of 100 20 years ago.
