Have I hit puberty I have two black hairs on my scrotum and some small light brown hairs on the base of my penis I have no underarm hair though?

It doesn't happen all at once. It can start as early as 10 or as late as 13 and last for a couple of years or so. The appearance of body hair is one of the signs so the answer is most likely yes, you have started the process.
