That's not really possible. A "modern" amount of RAM these days is at least 1 GB. Windows 95 simply will not be able to use (and probably won't boot with) more than 480 MB of RAM. It also has major issues with processor speed, poor support for USB, non-existent support from modern graphics card manufacturers, and is typically limited to a 32 GB hard drive (there are workarounds, but probably beyond your capabilities).
You are probably better served running Windows 95 in an emulator, such as QEMU.

If you format your hard drive, you will likely erase all your data. Sometimes formatting is necessary to reinstall Windows and whatnot. Just make sure you back up everything before you reformat, because everything on your computer will be GONE after you do it! ...Unless you're just formatting a flash drive or MP3 player, then you just lose everything on that particular device. Again, make sure you backup first.
By the looks of it I don't think you can. We have been trying to get a Whatnot our selves but apparently they won't ship to Canada!
If you go to "control panel">"Windows Security Center" on the left side click "change the way windows notifies me" or some such, and deselect the checkbox for notifying you of updates. If you can't seem to get updates from microsofts website for whatever reason (pirated windows?), you can use http://windizupdate.62nds.com It gives you the actual Microsoft updates from microsofts website, without all the verifications and whatnot. It may seem like it is taking forever or frozen, but just let it keep working and it'll get them installed.
Download iTunes, Plug it in to your computer, look on the right for the word devices and click on the iPod on that list then click the button that says reset or whatnot
