Without doing a "hands on" troubleshooting of your vehicle, no one can tell you what specific defect is causing your problem. Therefore this answer will of necessity be of a generic nature.
Usually, IF the fuse is "good," this type of problem is caused by what is called an "open circuit"condition.
Open circuits can be caused by several things, a few of which I can recall now:
The "proper fix" is for someone who knows what he or she is doing to troubleshoot the nonfunctional circuit, find and identify the specific defect, and properly repair it.
Because this defect is causing more than one lighting circuit to be non-functional, I would begin my trouble shooting with the fuse for the main lights, including all connectors between the fuse location and the headlight switch., and the connector on the "output" of the switch.
IF all of that curcuit checks out OK then I would be suspect of the headlight switch itself. But because of the cost of the headlight switch I would NOT replace it until I was absolutely positive that it was defective!!!!!

In that case, you probably don't have tail lights or clearance lights either.Check the fuses. If that's not it, you may have a faulty light switch.
Check fuses in secondary box under dash left of steering column.
The first check would be the fuse for the dash lights. If the dash lights are out too then it is likely to be the fuse.
This can be due to a bad headlight switch. If it goes bad, most of the time you have no dash lights or headlights
Check the park lamp fuse.
Check your tail lights they are probably out also. Most domestic cars power the dash lights off of the tail light circuit so you will know when the tail light fuse blows. Check the tail light fuse.
try e brakes..turn the e brakes on and see if it turns off.if it does then you have suto headlights
Assuming headlights, check fuses. Overheadlights, check override button left side of dash board near odometer.
It probably means you have a bad wire or bad ground on that circuit. The tail lights and dash lights on that car are on the same circuit. Try replacing the tail light bulbs and fuse anyway. I had an Accord that did the same thing. Ended up being bad bulbs.
