Low coolant? System air bound and needs to be purged? Thermostat not opening? Water pump not circulating coolant? Heater core plugged or restricted? Temperature control valve not opening?

The heater core is plugged. The thermostat is stuck closed. Antifreeze/coolant level is low. The water pump is not working properly. Check the cheapest things first. Check fluid levels. See if the fluid is circulating well. If okay, replace thermostat. If still cold replace heater core.

If it is a Diesel the answer is NO NO NO NO NO NO!!!!! USE OF STARTING FLUID IN A DIESEL ENGINE WITH GLOW PLUGS CAN CAUSE SERIOUS DAMAGE( BLOW HEADS OFF WORST CASE)

it could be the heater is leaking!
This fluid can leak from many places. Look in places where water hoses meet the engine, where the heater hoses go into the firewall, the radiator and your heater core.
