i would check under the hood at the firewall to see if somebody bypassed the heater core ( re-routed the hoses)
alot of people will do that if the heater core starts leaking since it costs a couple of bucks to bypass but hundreds to actually fix
You have to completely remove the dash to get access to the heater core.
When you have the heater on, does it just blow any air at all? or no air?
if it doesn't heat your heater core is most likely clogged and if it doesn't blow at all then the blower is messed up.
The heater coil is located behind the dash board. You will have to remove the dashboard to get at the heater coil
To change the heater core on a 1999 Chevy 4-wheel drive, first remove the dashboard and drain the coolant. Unbolt the core from its mounts and remove the dash panel to be able to change the heater core.

The 1999 Chevrolet Z 71 heater core can be accessed by removing the passenger side kick panel. Remove the heater core water hoses. Remove the heater core retaining bolts. Reverse the process to install the new heater core.
Zip tied to the passengers side battery wiring harness.
It's inside the HVAC module under the cockpit, on the passenger side.
