Actually God made a covenant with the the nation of Israel. No deal was struck, God made certain promises, and the people of Israel agreed to keep the commands of God ie the promises were conditional on human obedience.
The covenant was made with the nation of Israel at Sinai:
Exodus 19:5 Now, if you will obey me and keep my covenant, you will be my own people. The whole earth is mine, but you will be my chosen people,
God would be Israel's sovereign ruler, guide, provider, protector and sustainer. Israel was to obey God. God gave Israel the Law as His requirements for Israel -- the Moral law the Ceremonial Law and the Judicial Law

Jesus Christ fulfills the covenant that God made with humanity.
