I live in a basement apartment. If the real question is what is the "minimum" height for a basement apartment - I would say it is what I am in. Which is 82 inches tall. Which is 6ft 10 inches. I can touch the ceiling but it is still comfortable.
The standard counter height in the US is 36". The height of a counter in Korea is adjusted to their aveage height and smaller statures.
