I worked at Kane Products and know that a Gun Chap was never manufactured for the Savage 99. It was one they were always going to offer, but never got around to it for some reason.
There are a number of plating shops in Phoenix,but you should be aware that plating rims is very difficult and very expensive.In fact it's going to cost around a hundred dollars per rim minimum.As it's such a difficult job it's hard to find anyone to do it quickly as the best shops are always backed up.American Plating Incorporated 202 W Gibson Ln Phoenix, AZ (602) 253-2830 is a good place to start,but you'll have to shop around to get what you want.

H.G.E. stands for hydrostatic gold plating/gold electroplating. A ring that has those letters engraved on the inside isn't made of gold. It's made of some other metal that has been layered over with gold plating. The plating wears away with time. But the thicker the plating, the longer the lifespan. And H.G.E. is the thickest plating around for jewelry.
Your description is a bit confusing, but if that is a Savage 99 E in 300 Savage caliber, values run around $500-$550 is very good condition.
