It's up to you girl, if he won't start a conversation then you must.
If he blows you off, then it was all your imagination.

Maybe take a simple walk in a park (pick one where he can buy you a balloon) or a visit to a zoo or a museum or a local sightseeing destination, where there's plenty to see and talk about to take off the social pressure and where you don't have to deal with how close to sit. And where you can see each other and talk and learn something about each other before anything else happens.
Invite him to meet you there if it isn't far. If it's a distance, you figure out the transportation and have him meet you at the bus or trolley or station.
I wish I could go back to a certain time in my adolescence and do this with this one boy...but it was death for a girl to ask a boy out then. You're lucky you have the choice.

You should get him on his own and tell him how you really feel, or you could get one of your/his best friends to ask him out on behalf of you. Hope this helps.
