Your high beams work but your low beams do not because the switch is broken that switches between high and low beams. Electrical switches wear out.

The switch assembly is probably worn out and malfunctioning.
Should be like any other vehicle. (pull turn signal stick back (high beams on), pull it back again (high beams off).
As a guess both low beams are burnt out The daytime running and high beams are the same light filament. Or the fuse or the relay for the low beams.

your bulbs are burnt out. when you switch on the high beams its only the high beams. but when you flash your brights it lights up both high and low beams.
I just had my dimmer switch fail on my 89 beretta. This is the switch that toggles between the low and high beams and is bolted to the steering column under the instrument cluster. It has the operating rod going to it that is actuated when you pull the turn signal lever towards you. My headlamps didn't change between low and high beam like yours... my headlights would just shut off completely and I'd have to jiggle the turn signal lever to get them back on...the part was only $10 and now my high/low beams work good as new. No need to pull the steering column on my 89 beretta, I imagine the 88 is the same.
Answer: on the turning signal switch turn the handle forward for headlights. high beams pull in to flash. push out for high beams to stay on.
pull or push the turn signal lever.
