your bulbs are burnt out.
when you switch on the high beams its only the high beams.
but when you flash your brights it lights up both high and low beams.

It should be mounted on the transmission
You will probably find it is a mercury switch in the wiring bundle.
I had the same problem with my 1997 Grand Cherokee and it was the dash mounted automatic light switch. The problem was also solved by turning the headlamps on manually.
On a 1993 Ford Explorer : I BELIEVE the fuel pump shut off switch ( inertia switch ) is in the front passenger footwell , under the front edge of the carpet , mounted on the toe board just to the right of the transmission hump

Brake light switch ?
I have been told that there is a locking clip that holds the switch together. If the clip comes loose the dash lights and running lights won't work when you pull it out. To check if this is what is going on turn on the lights, very slightly push the switch in (like you are going to turn it off) you will find the dash light and the running lights will come back on. I'm not sure how to re-attach the clip that keeps coming loose.
Dead short either in wiring, sockets, or in steering column Remove bulbs and try turn signal switch if fuse still blows probable location in steering column
Check ALL fuses. If you want to take the fuse for the lights out, just start pulling fuses until it goes out. There may be more than just those lights on that fuse.
