He is actually Sonic's brother Manic from Sonic Underground. Why do you think they look alike and have the same voice actor on Sonic X? My conclusion is that Like Anakin off Star Wars, Manic was somehow submitted to torturing or something else that made him turn into the black and red hedgehog we know and love today. I also have my suspicions that Black Doom WAS the reason he turned out this way. The memory of Maria was also distorted to make her human instead of Amy's twin sister.
