Yes. Any glass from a 1996-1998 model Honda civic should fit the 1999-2000 model. The only difference in the two are the designs of the back tail light and interior dashboard. But they will fit. The hood, front two fenders, headlights, and front bumper will not fit if you are only trying to mismatch one part. For instance putting a 1996-1998 front bumper on a 1999-2000 civic. You will have to switch the entire front end. Basically converting the front of the car.

drop the bumper and take the headlight housing out
there is 4 screw on the top near radiator support. 2 screws per side on the side of the bumper near the fender wells. and 3 under the car by the motor.
First you have to take off the front bumper. Then there are three screws you will have to undo in order to take out the entire headlight housing to then get to the turn signal.
