Hi! I sew stretch panne velvet all the time using my serger. It is the easiest way by far. If you don't have a serger, I would recommend using the tightest zig zag stitch on your standard sewing machine.

Sew jersey knit very carefully. You do not want the material to stretch as you sew. Try to use a rounded needle made for woven fabrics.
There is many ways to make clothes from velvet. If you want to make a full dress or shirt from velvet, it can be hard to cut and sew because of its thickness. If your using thread and needle, i would suggest using a thicker needle and thicker string so it can be a little easier. I would suggest taking sewing lessons if you have never sewed before in advance to keep from hurting yourself or messing up. Yet, beside the thickness and crimpable fabric, it can be as easy to sew as thin material.

You can't, there made of leather, but if you want more than one layer, like 3 for instance, sew the top, then the bottom of the jockstrap. Then, sew the sides together to connect it together. You might have to do it more than once, stretch it apart a bit, and if it breaks sew it maybe 2 more times. Hope this helps!
